Solution :
The problem is caused by the Virtual Disk and Volume Shadow Copy Service. These services should be set to automatic and should be started. After starting the Virtual Disk and Volume Shadow Copy Services right click again on the services and be sure that it is really started.
In some cases the services fails without an error message or pop up window. Try again till the services starts.
[SquareFixedAdInParagraph]
After that try again to create a system image. The services can be found under Control Panel\All Control Panel Items\Administrative Tools\Services .
Good luck !
