The creation of a Virtual Machine (VM) can fail with Error (23001) in System Center Virtual Machine Manager 2012 R2

You may experince the following error message if you try to create a VM on a Failover Cluster in System Center Virtual Machine Manager 2012 R2.

Error (23001)
Cannot create or update a non highly available virtual machine because the path C:\ClusterStorage\Volume1\TestVM is a clustered resource.

Recommended Action
Ensure that the path exists and that the path is not a cluster disk or cluster shared volume, and then try the operation again.

Make_this_virtual_machine_highly_available

Resolution:
This error message occurs if you do not check the option “Make this virtual machine highly available” during the VM creation.
